This "open" policy reflected Gorbachev's want for Westernization of the USSR. Freedom of speech and press were allowed. Exposé
and criticism of the press was also brought to society without punishment from police. Unfortunately for Gorbachev, these policies led to increased tensions between the many different nationalities within the Soviet Union.
